Will this work for tourist, business and transit visas?

Yes. The Egypt eVisa portal and Egyptian consulates abroad use the same 51×51 mm white-background spec for tourist (single / multiple entry), business and transit visa applications.

Glasses, head covering?

No glasses (clear or tinted). Religious head coverings are accepted as long as the face is fully visible from chin to forehead and not shadowed.

Is a paper photo still required at the consulate?

If you apply through the Egypt eVisa portal, you only upload the digital JPG. If you go to an Egyptian embassy or consulate in person, take the 4×6" printed sheet.

What if my visa is rejected for the photo?

Does this work for visa-on-arrival at Cairo?
