Can I use it at a Jamaican consulate (London, NYC, Toronto)?

Yes. Jamaican consulates worldwide follow the PICA photo spec. The same photo works for in-person and mail-in renewals.

Glasses, headwear?

No glasses (clear or tinted). Religious head coverings are accepted only if the face from chin to forehead is fully visible and not shadowed.

Does this work for the JCDS / driver's licence too?
