What are the German passport photo requirements?

A German passport (Reisepass) photo must be 35×45 mm with a light grey uniform background, head height 32-36 mm from chin to crown. Germany uses the strictest biometric template in the EU — eyes must be on a horizontal line at 50-70% of the photo height, face must be exactly centered, no head tilt allowed. Background must be light grey or white, lighting completely uniform with no shadows. Photo must be taken within 6 months, no glasses, neutral expression. Standard enforced by the Bundesverwaltungsamt (BVA) and all German Bürgerämter.

Why is the German passport photo so strict?

The Bundesverwaltungsamt uses a tighter biometric template than the EU baseline: head must be exactly centered, eyes on a horizontal line at 50-70% from the bottom, no head tilt above 5 degrees. Most Bürgerämter run the photo through the BVA's automated checker which rejects on millimeter-level deviation.
