Passport and visa photo specifications vary in at least four important ways: the outer size (e.g., 2×2 inches in the US vs 35×45 mm in the EU vs 50×70 mm in Canada), the head-height target (typically 25-36 mm depending on country), the background colour (white in the US, light grey in France/Germany, light non-white in New Zealand), and digital upload rules (file size, pixel dimensions, format).
Two countries can both use 35×45 mm and still reject the same photo for completely different reasons — France bans pure white backgrounds; Italy accepts white.
